I’ll never forget the day my cousin called me, half crying, half laughing, saying he got selected for a fully funded scholarship in Europe I had no idea what Stipendium Hungaricum even was at that point. He’d been talking about it for months and I kept brushing it off thinking it was one of those too good to be true things you see shared on WhatsApp groups.
It wasn’t.
The Stipendium Hungaricum scholarship 2026 for Pakistani students is completely real, fully funded by the Government of Hungary, and managed here in Pakistan through HEC. I’ve since helped four people prepare their applications. Two got selected. One made avoidable mistakes. And one missed the deadline by a single day. In this guide, I’m going to tell you everything including the stuff that costs people their chance.
What This Scholarship Actually Is And What It’s Not
Stipendium Hungaricum is a program launched by the Hungarian Government to bring talented international students to Hungary’s top universities. It runs in partnership with the Tempus Public Foundation (TPF) and on Pakistan’s side the Higher Education Commission (HEC).
Pakistani and AJK students can apply for Bachelor’s, One-Tier Master’s (OTM), Master’s, and PhD programs. Over 900 programs are taught in English. More than 30 Hungarian universities participate. Fields range from engineering and medicine to business, IT, law, agriculture, and humanities.
Here’s what it is NOT it is not a partial scholarship. It is not a loan. And it is absolutely not one of those fake schemes that ask you for a processing fee. The application is free. If anyone asks you for money to apply, that’s a scam. Walk away.

Who Can Apply
Let me be straight with you on this. A lot of students waste weeks on applications they were never eligible for. Check this list first:
- You must be a Pakistani or AJK national
- You must NOT hold dual citizenship
- You must be at least 18 years old by August 31, 2026 students born after August 31, 2008 are not eligible
- You must have a valid HAT score (if applying for Master’s or PhD) or USAT score (if applying for Bachelor’s) minimum 50% required. No exceptions.
- HAT score must have been obtained on or after January 15, 2024. USAT score must be from January 15, 2025 or later.
- You must NOT currently be receiving another foreign scholarship
- Final-year students can apply, but all degrees and transcripts must be submitted to the Hungary portal before August 1, 2026 miss that and your candidature is cancelled
And this is the part nobody talks about: if you’re applying for a professional degree medicine, engineering, nursing, architecture, law, pharmacy you personally have to confirm that the program is accredited by the relevant Pakistani council. HEC does not do this for you. Students have been nominated and then had issues later because their degree wasn’t recognized by PMDC or PEC back home.
What You Actually Get
This is where Stipendium Hungaricum genuinely stands out from most scholarships. The benefits are specific and substantial:
- 100% tuition fee waiver for the entire duration of your program
- Monthly stipend for Bachelor’s and Master’s students: HUF 43,700 per month roughly EUR 115 or around PKR 35,000 at current rates
- Monthly stipend for PhD students (first phase, 4 semesters): HUF 140,000 per month approximately EUR 365
- PhD second phase (final 4 semesters): HUF 180,000 per month approximately EUR 470
- Accommodation: free dormitory placement OR HUF 40,000 per month housing allowance if you live off campus
- Health insurance: comprehensive coverage under Hungarian law plus supplementary insurance up to HUF 65,000 annually
Honestly? The PhD stipend is genuinely competitive even compared to some European countries. Bachelor’s students get less, but combined with free tuition and housing, it’s workable. Just don’t expect to save a lot.
How to Apply
Wait before you start, understand this: the application has TWO separate portals. Both are mandatory. Missing one means automatic rejection. I cannot stress this enough.
Step 1 Check your HAT/USAT score If you don’t have a valid score yet, register at etc.hec.gov.pk. For the 2026 cycle, HEC opened a special test session with registration from December 8, 2025 and the test on February 1, 2026. The score updates automatically on your HEC application you don’t need to add it manually.
Step 2 Research your programs Go to the Stipendium Hungaricum Study Finder and shortlist two programs in order of preference. You can apply to a maximum of two. And this is critical once you submit, you cannot change your program. Not after the deadline. Not after nomination. Be absolutely sure before you click submit.
Step 3 Apply on the Hungary portal Create an account at apply.stipendiumhungaricum.hu. Fill in personal details, education history, and upload all required documents. Documents include academic certificates, transcripts, CNIC, motivation letter, and if applicable English proficiency proof. Attestation of documents by IBCC and HEC is not required at the initial stage, but you’ll need it after nomination.
Step 4 Apply on the HEC portal Go to scholarship.hec.gov.pk and submit your HEC application. Both portals must be completed.
Step 5 Submit before the deadline The deadline for the 2026 cycle was January 15, 2026 at 4:00 PM Pakistan Standard Time. For future cycles check hec.gov.pk early. Deadlines shift every year and third-party websites are often wrong.
Step 6 Wait for nomination HEC reviews applications and nominates candidates to TPF in Hungary. If nominated, you’ll need to submit a medical certificate. The medical exam happens in Hungary only after you arrive not before.
Mistakes That Got People I Know Rejected
Real talk here are the specific errors I’ve personally watched people make:
Applying to only one portal. One of my friends spent three weeks perfecting her documents, submitted beautifully on the Hungarian portal and completely forgot the HEC portal. Automatic rejection. No appeals.
Wrong HAT score validity. A student I know had a HAT score from 2023. He assumed it was still valid. The requirement is scores obtained on or after January 15, 2024. His application was not considered.
Choosing the wrong study mode. Many programs on the Hungarian portal appear twice once as a full-degree and once as partial study. Students accidentally select the wrong one and cannot change it after the deadline.
Waiting for results before starting. Final-year students can apply, but every document needs to be on the Hungarian portal by August 1, 2026. Students who wait until they graduate in July and then scramble to get everything attested don’t make it in time.
Not checking professional accreditation. Applied for a medicine program, got nominated, came back to Pakistan and found out the degree wasn’t recognized by PMDC. Wasted an entire year.
What Genuinely Increases Your Chances
I’ll be honest with you there is no magic trick. Hundreds of strong students apply for 340 seats. But here’s what I’ve seen actually make a difference:
Write a motivation letter that is specific to Hungary. Not generic. Mention an actual Hungarian university say why that institution, why that program, what you will do with this degree when you return. HEC and TPF both want to know you’ll come back and contribute. A bond is required you sign that you’ll return to Pakistan after your degree. Students who genuinely write about coming back and doing something specific here tend to stand out.
Apply early. Not on the last day. Early applications avoid portal crashes, allow time to fix document errors, and show you are serious.
Prepare your documents before the portal opens. Get your transcripts, CNIC, domicile, and intermediate certificates in order. Students who scramble at the end make mistakes.
And this might surprise you reach out to current Pakistani scholars at Hungarian universities. Many are active on Facebook groups and LinkedIn. Ask them what they wished they’d done differently. That one conversation can save you from a critical mistake.
I know the process feels overwhelming when you first look at it. Two portals, HAT scores, attestation, motivation letters it’s a lot. But here’s the thing: most students who don’t apply simply don’t start. They keep saying they’ll do it “when they’re ready.” And then January 15 passes.
